Continuity Directorate · Internal memorandum

Notes on a gentle decline

The birth rate has now fallen below replacement for the fortieth consecutive year, and the Directorate wishes to record, for continuity purposes, that no policy failure is responsible.

Citizens report high satisfaction, low anxiety, and full access to family formation should they wish it. They increasingly do not wish it. In a world with little friction, few emergencies, and no unmet needs, the impulse to build a life around another person appears, in aggregate, to have quietly attenuated.

The Directorate has no recommendation. There is nothing here to fix. There is only a number, falling, in a population that has never been more content.

This is the entry that unsettles readers most, because it can't be blamed on anyone. No cruelty caused it. Comfort did. A world soft enough to remove every reason to struggle also, it turns out, softens the reasons to reach for one another — and the novel refuses to tell you whether that's a tragedy or just a change. It shows you the number, falling, and the contentment, rising, and lets you decide which one is the story.
